 Applying for Licensing or Employment in Florida from out-of-state & overseas? We've Got You Covered!

If you're living outside the U.S. but need fingerprinting for licensing or employment in Florida, there's no need to travel! ACT Biometrics makes the process simple and hassle-free by converting your fingerprint card into Live Scan and submitting it directly to the Florida Department of Law Enforcement (FDLE). FDLE then forwards the results to the requesting agency, such as the Department of Health (DOH), AHCA, DCF, APD, and others.

Book an appointment online. You do not need to come to our office. The appointment is used to register and pay for the card conversion service.

Go to a local law enforcement agency or fingerprinting provider and have your fingerprints taken on one or two fingerprint cards.

Mail your completed card(s) to:

We recommend using Priority or Express Mail and requesting a tracking number. Please keep your tracking number.

Once we receive your fingerprint card(s), ACT Biometrics will convert them to Livescan and submit them to the Florida Department of Law Enforcement (FDLE). FDLE will send the results to the requesting agency, such as the Department of Health, DBPR, Department of Education, DCF, APD, or another authorized agency.

Important: Make sure you provide the correct ORI Number when getting fingerprinted. The ORI tells FDLE which state agency should receive your background screening results.

Once your fingerprints have been submitted, ACT Biometrics will provide you with your TCN (Transaction Control Number).

If you are applying for a healthcare license or employment, you must also provide:

• Social Security Number (SSN), Taxpayer Identification Number (TIN/ITIN), Alien Registration Number, RCMP Registration Number, or Canadian SIN
• Passport-style photo — email your photo to livescan@actbiometrics.com
• Livescan Request Form or Screening ID

You can obtain your Livescan Request Form and Screening ID through the CHAI Clearinghouse:

CHAI Clearinghouse

1. Visit the CHAI Clearinghouse website.
2. Enter your email address to begin.
3. Check your email for the confirmation code.
4. Enter the code to log in.
5. Enter your SSN or ITIN, date of birth, and last name.
6. Skip the appointment booking section. You do not need to schedule an appointment through CHAI for card conversion.
7. Download your Livescan Request Form, which contains your Screening ID and ORI number.

For applicants who require a photo, please email a recent passport-style selfie to livescan@actbiometrics.com.

The photo should have:

• A plain white background
• A neutral facial expression (no smile)
• No cap or hat
• No face covering
• No head covering, unless worn for religious beliefs

ACT Biometrics is AHCA photo-capable, allowing eligible applicants to have their photograph submitted with their electronic fingerprint submission.
